Forrest Road Improvement Project

Description

Forrest Road from Macon Road to Woodruff Farm Road is an urban minor arterial street with about 17,850 vehicles per day. The corridor is approximately 2.23 miles long with 24 intersecting streets. There were 730 reported crashes along the route during a five-year period from 2020 to 2024, which was the study period for the project. The posted speed along Forrest Road is 30 miles per hour, and a speed study indicated that motorists are exceeding the speed limit by 10-15 miles per hour over the posted speed limit. This improvement project has identified traffic calming measures that will help reduce speeds and discourage motorists exceeding the posted speed. It also has identified operational improvements that may reduce vehicular crashes at key intersections. Recommendations include constructing a uniform roadway corridor with three lanes, one lane in both directions with a two-way left turn lane. There will be an adjacent 5-foot sidewalk on the north side and an 8-foot to 10-foot-wide multi-use trail on the south side. Additional improvements include signal upgrades at Macon Road, Wellborn Drive, and Woodruff Farm Road/Floyd Road. Improvements also include new roundabouts at Sheffield Drive, Morris Road/Elm Drive, and Avalon Road. The location of the project is shown in the following exhibit.

Morris Road Project

Description

The proposed project consists of the reconstruction and widening of approximately 2.3 miles of Morris Road in Columbus, Georgia within Muscogee County. The project extends from Buena Vista Road to Forrest Road through a predominantly residential corridor. The project will widen Morris Road from two lanes to three lanes to provide a center two-way left-turn lane. Additionally, curb and gutter and a closed drainage system will be installed to control storm water. A 5-foot sidewalk and 10-foot shared-use path will be constructed to provide connectivity to nearby neighborhoods, parks, and local businesses. Two (2) mid-block crossings will be installed with rectangular rapid flashing beacons to facilitate safe pedestrian crossing of Morris Road. At the intersection of Morris Rd and Forestside Dr. S, a single-lane, elliptical, urban roundabout is proposed to channelize traffic entering and exiting Forestside Dr. and to improve flow to and from the Edgewood Park parking lot. The project will require coordination with the adjacent roundabout projects located at Ace Way Drive (PI# 0010927) and Forrest Road. At the intersection of Shep Street and Morris Road, the profile of Morris Road will be raised approximately 3.5-ft to 4.5-ft to match the elevation of the adjacent at-grade railroad crossing.

Transportation Alternatives Program (TAP) Call for Projects

The Columbus-Phenix City Transportation Study (C-PCTS) is accepting applications for eligible projects through the Transportation Alternatives Program (TAP). Eligible applicants are encouraged to submit projects that support pedestrian, bicycle, and other alternative transportation improvements within the C-PCTS planning area. The deadline for applications is September 10, 2026 at COB.

FY 2027 Unified Planning Work Program (UPWP)

The FY 2027 Unified Planning Work Program (UPWP) outlines the transportation planning activities and priorities to be carried out by the Columbus-Phenix City Metropolitan Planning Organization (MPO) in cooperation with the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the Alabama Department of Transportation (ALDOT), the Georgia Department of Transportation (GDOT), public transit operators, and local member governments. The UPWP serves as the MPO’s annual work program and budget document, identifying planning studies, program administration, and transportation planning activities to be undertaken within the metropolitan planning area. This work program supports a continuing, cooperative, and comprehensive (3C) planning process that ensures transportation investments are based on regional needs, sound technical analysis, and coordination among federal, state, and local partners.

Transportation Alternatives Program (TAP) Call for Projects

The deadline for submitting applications for the current Transportation Alternatives Program (TAP) Call for Projects has been extended. Applications originally due on February 26, 2026 will now be accepted until March 27, 2026 at COB. This extension provides additional time for eligible applicants to complete and submit the required materials. All other application requirements and evaluation criteria remain unchanged.
